A Way Home America (AWHA) is seeking a Policy Analyst who will provide critical support in the management of the organization's policy and research work at the national level. This role will be in collaboration with the Director of Public Policy and work towards our goal of preventing and ending youth and young adult homelessness. 


A Way Home America (AWHA) (awayhomeamerica.org) is a national organization that transforms systems through public policy to end homelessness for Black, Indigenous, youth of color, and LGBTQIA+ youth, on a path to housing justice for all. Our work is driven by the following values. We are homeless youth providers, advocates, researchers, government agencies, philanthropists and young people uniting behind a common goal: Prevent and end homelessness among all youth and young adults. Ensure that homelessness among youth and young adults is rare, and if it occurs, experiences of homelessness are brief and one-time.

 A Way Home America is a fiscally sponsored organization of TSNE (tsne.org).



The Policy Analyst will partner with the Director of Public Policy and the YPT (Youth Policy Team) to increase and strengthen AWHA’s policy footprint, as well as build a coordinated strategy to progress efforts to prevent and end youth homelessness through public policy and research at the federal, state, and local levels. The Policy Analyst will report directly to the Director of Public Policy.


Essential Functions

  • In collaboration with the AWHA Public Policy Director and AHWA Youth Policy Team, the Policy Analyst will agree upon specific components of AWHA’s federal policy priorities, to co-develop and implement a policy & research portfolio to manage that contributes to AWHA’s strategic priority to increase and strengthen AWHA’s policy footprint;
  • Engage with elected officials, their staff, and governmental agencies as necessary, in alignment with the Policy Analyst’s portfolio. This may involve identifying and developing partnership opportunities, promoting administrative changes, appropriations advocacy, and driving consistent AWHA advocacy across AWHA’s 118th Congressional Policy Agenda;
  • Engage in research, writing, and other activities to provide analysis and critical thinking on developments affecting the Policy Analyst’s portfolio;
  • Assist the AWHA Public Policy Director in writing clear, concise, message-driven reports;
  • Assist the AWHA Public Policy Director in producing op-eds, fact sheets and other communications to disseminate research results;
  • Evaluate policy alternatives and assist the AWHA Organizing & Policy Director in working with advocates on the ground to develop policy principles and proposals;
  • Assist the AWHA Public Policy Director in staffing the AWHA Policy Squad and Congressional on the Ground meetings, including preparing materials and meeting follow up;
  • Assist the AWHA Public Policy Director in collaboration with the Organizing & Policy Director on New Deal: Transforming the Way Home initiative, to ensure alignment with AWHA’s 118th Congressional Policy Agenda and the New Deal to End Youth Homelessness; and
  • Support AWHA’s federal engagement, ensuring meaningful opportunities for youth collaboration and strategy input across the analyst’s portfolio.

Additional Responsibilities

  • Serve as a resource to organizations and others on issues, activities, and developments in and pertaining to the analyst’s portfolio;
  • Speak and present on behalf of AWHA’s collective effort at conferences, events, and other forums, pertaining to the analyst’s portfolio, as needed;
  • Support and manage relationships with key policy stakeholders related to the analyst’s portfolio;
  • Assist the AWHA Public Policy Director with daily operations related to the analyst’s portfolio and be available to respond to in-person initiative needs in Washington D.C.;
  • Assist the AWHA Public Policy Director in compliance with Federal lobbying laws and regulations related to the analyst’s portfolio; and
  • Other duties as assigned.

  • Lived experience in youth serving systems and/or a Bachelor’s or Master’s of public policy, political science, government, research, or related fields are encouraged to apply;
  • 1-2 years of demonstrated experience in public policy, government, research, or related fields;
  • Articulate speaker - Comfort in communicating with high level legislative and executive branch policy-makers and staff;
  • Outstanding research, writing, analysis skills, and the ability to use data in shaping policy messages in an approachable and clear manner;
  • Strong organizational, leadership, communication, and project management skills as well as excellent judgment in developing and implementing priorities;
  • Creative problem-solver
  • Exceptional writing and grammatical skills;
  • Sound ethical judgment - Diligent work ethic and personal drive while working independently;
  • Willingness and ability to travel to in-person needs in Washington, D.C. on an as-needed basis;
  • Collaborative mindset - Has a demonstrated commitment to youth collaboration, LGBTQ+ and racial equity, and ending youth homelessness;
  • Effective and productive in a remote work environment;
  • Computer skills: Microsoft Office Suite, and Google Suite;
  • Experience in building relationships with diverse populations;

Additional Qualifications

  • Valid driver’s license or ID;
  • Successful background check;
  • Ability to travel for events and meetings;
  • Ability to work occasional nights and weekends;
  • Excellent time management skills and the ability to prioritize work;
  • Attention to detail and problem solving skills;
  • Strong organizational skills with the ability to multitask
  • Lived experience in homelessness, child welfare, juvenile justice, a plus
  • Bi-lingual ability, a plus (Spanish preferred)
  • Applicants located in the DMV (District of Columbia, Maryland, and Virginia) will be prioritized due to the nature of the policy work.

While performing the duties of this position, the employee is required to:

  • Ability to sit and/or stand for extended periods of time in front of a computer screen is an essential aspect of the position;

Compensation and Benefits


Location: Work is primarily performed remotely from personal home office in the DC area and may require travel.

Schedule: Regular business hours Monday through Friday EST. This role requires the ability to work occasional nights and weekends.

Compensation: The salary range  for this position is $65,000 - $72,000/yr.
