Overview

The Network for Public Health Law (networkforphl.org), with the support of its fiscal sponsor, TSNE (Third Sector New England) (tsne.org) is a national organization providing leadership, legal technical assistance, and educational resources to help public health practitioners, attorneys, policy makers, researchers, advocates, and communities develop, implement, and enforce laws to solve public health challenges.

 

Responsibilities

The Finance and Contracts Manager is responsible for financial tracking, reporting, and compliance; budget development and forecasting; monitoring contracts and contract terms and deliverables; and processing and tracking invoices. This position reports to the Deputy Managing Director.

 

Essential Functions

 

Financial Management

  • Manage Network revenue and expenses, ensuring compliance with practices required by fiscal sponsor and funding sources.
  • Prepare and monitor budgets for multiple functions, including fiscal forecasting, fiscal sponsor operations, grants planning and reporting, and Network sustainability planning.
  • Analyze expenditures in comparison to planned budgets and communicate budget adjustments to project directors and executive leadership. Coordinate communication with funding organizations.
  • Prepare, review and distribute monthly financial reports and other reports as needed.
  • Prepare progress and financial reports for granting and contracting agencies.
  • Manage accounts payable, ensure invoices are submitted on time and charged against the correct funding source.
  • Ensure proper expense reporting.

Contracts Management

  • Develop Statements of Work and manage contracts through review and approval processes.
  • Develop and oversee RFP and bidding processes for vendors and contractors.
  • Monitor consultant/contractor service delivery; maintain all active and archived contracts for reference.
  • Initiate payments for services and maintain appropriate records.

Grants Management

  • Ensure finances and deliverables are tracked for different funding sources.
  • Prepare progress and financial reports.
  • Review grant proposals, assist with budgets and ensure budgets align with anticipated outcomes.
  • Carefully review grant awards and ensure funders’ compliance requirements.
  • Knowledgeable on various aspects of federal grant regulatory compliance requirements.

 National Conferences and Summits

  • Develop and manage conference and summit budgets.
  • Manage all related revenue and expenses and provide reports.

Qualifications

We will consider exceptional candidates who demonstrate a strong combination of the specific qualifications and skills described below.

  • 3-5 years of progressively responsible nonprofit financial management experience.
  • Understands complex budgeting, forecasting, and monthly financial health reports.
  • Demonstrated experience working with collaborative projects, preferably within a national program.
  • Strong computer skills and demonstrates willingness to learn specific platforms and databases relevant to job function.
  • Self-starter with a strong sense of ownership and involvement who has the initiative to proactively troubleshoot and identify potential problems and resolve conflicts.
  • Strong communication, writing and analytical skills.
  • Unquestionable integrity, high ethical standards and work ethic.
  • Ability to make independent judgement in evaluating options to make sound decisions.

Compensation and Benefits

 

Location: Work will be primarily performed in Edina, MN on a hybrid schedule. Work is eligible for some remote work.

Compensation: The salary range for this position is $70,000 - $80,000/yr. and is commensurate with experience.
